Spain completes its biggest dependency-care reform in twenty years

Spain’s Congress has definitively approved reforms to its Dependency and Disability laws, removing incompatibilities between benefits and services, expanding personal assistance, simplifying administrative processes and turning telecare into a statutory right. The underlying objective is to move away from a binary model in which people either remain largely unsupported at home or enter institutional care, towards a flexible network of services built around the individual.

The financial scale is substantial: €6.2 billion in additional funding for 2026-2027, with central government legally required to cover 50% of dependency-system investment. The reform expands home support, day services, personal assistance and accessibility while aiming to cut waiting lists sharply.

Why it matters: ageing in place is becoming an economic ecosystem encompassing telecare, housing adaptation, sensors, physiotherapy, mobility, nutrition, AI assistance, fall prevention and home-care platforms.

Semaglutide and frailty: 17,604 participants challenge assumptions about treating frailer adults

A secondary analysis of the SELECT trial published in JAMA Cardiology included 17,604 adults with cardiovascular disease and overweight or obesity but without diabetes, with a mean age of 61.6. Using a 31-item frailty index, 31% were in the least-frail category, 47% were moderately frail and 22% were in the highest frailty category.

Semaglutide’s cardiovascular benefits remained broadly consistent across frailty groups. Over 104 weeks, treated participants were 2.46 times more likely to improve their frailty category and roughly 53% less likely to worsen than those receiving placebo. Quality-of-life benefits appeared larger among people with greater baseline frailty.

This is a post-hoc analysis and does not establish semaglutide as a frailty treatment. But it reinforces an increasingly important Healthy Longevity principle: treatment decisions should consider individual benefit-risk rather than assuming chronological age or frailty automatically rules out intervention.

WHO makes long-term chronic-disease safety the global theme of September 17

World Patient Safety Day 2026 is focused on safe care for noncommunicable diseases. WHO highlights the risks created when people require years or decades of care across primary care, specialists, hospitals, medication management and self-care.

The organisation is calling for safer diagnosis, medication management, stronger primary care and greater involvement of people living with chronic diseases in designing their own care. Capital continues to pour into Senior Living

US Senior Living recorded another active deal cycle yesterday. Senior Living Residences announced a partnership with healthcare-focused private-equity firm RiverGlade Capital. BWE arranged a $101 million bridge loan for a 308-unit luxury active-adult community, while CFG reported more than $413 million across 24 transactions supporting 54 skilled-nursing and assisted-living communities and other assets in 13 states. Berkadia closed roughly $39 million in HUD financing across four communities.

Operators are also moving into a new phase. With many communities reaching 90%-100% occupancy, groups such as Discovery and Sonida are shifting their attention towards revenue optimisation, resident acuity, dynamic pricing, staffing productivity and data. Senior Living is increasingly becoming a combination of Real Estate, hospitality, healthcare and data science.

Ramsay Santé puts AI and home-based care at the centre of its 2030 strategy

European healthcare group Ramsay Santé is unveiling its Connecting Care 2030 strategy today. It serves approximately 13 million patients annually across 491 facilities in five countries, employing around 40,000 people and working with 10,000 practitioners.

The plan embeds AI and data throughout care pathways, expanding telehealth, remote care, AI-enabled primary care and clinical decision support while developing new revenue streams including home-based care, mental-health day care, private insurance and occupational health. Ramsay targets 2%-3% revenue growth in FY2027 and approximately 3% annual growth by FY2029, alongside gradual EBITDA-margin improvement and net debt/EBITDA below 4x.

The strategic direction is clear: a longevity society cannot be served exclusively through hospitals. Value increasingly lies in connecting primary care, diagnostics, hospitals, rehabilitation, prevention and the home.

Longeveron provides a reminder that longevity biotech remains high-risk science

Longeveron’s Phase IIb ELPIS II trial of laromestrocel in 40 infants with hypoplastic left heart syndrome missed its primary efficacy endpoint. The difference in right-ventricular ejection fraction at 12 months was -0.7 percentage points, with no statistically supported treatment effect.

The indication is a paediatric heart disease and the failure does not invalidate laromestrocel’s separate age-related frailty programme. But it has financial consequences: Longeveron is implementing cash-conservation measures, considering strategic alternatives and seeking new funding for longevity and frailty development. The company says laromestrocel has now been administered across programmes to 644 participants, while earlier frailty results helped it reach the final stage of the XPRIZE Healthspan competition and receive a $1 million milestone award.

The broader lesson is useful: longevity biotechnology will only mature into a durable industry if it meets the same standards as every other serious biotech field — measurable endpoints, controlled trials, reproducibility and clinical outcomes.
